About the role
The Contracts & Procurement Officer within the PMO (Project Management Office) Business Unit at the City of Canada Bay is a senior role responsible for developing, managing and overseeing the risk, procurement and contracting frameworks processes for capital projects and programs across City Assets and Council.
This role contributes to the successful delivery of projects by developing and aligning the frameworks with broader Council requirements and ensuring efficient and compliant practices are followed.
Key Responsibilities:
- Oversee the end-to-end procurement process, from identifying needs to contract award and management.
- Develop and implement procurement strategies that optimise value for money, quality, and efficiency.
- Prepare and evaluate tender documents, requests for proposals, and invitations to tender.
- Conduct market research and supplier evaluations to identify potential vendors and ensure a competitive bidding process.
- Negotiate contracts, terms, and conditions with suppliers to achieve favourable outcomes for the organisation.
- Monitor contract performance and compliance, identifying and addressing any issues that may arise.
- Collaborate with internal stakeholders to understand their requirements and provide expert advice on procurement matters.
- Maintain accurate records of procurement activities and contracts, ensuring compliance with legislative and organisational requirements.
- Stay informed about relevant legislation, regulations, and best practices in procurement and contract management.
About the person
To be successful in this role, the candidate should have the following:
- Tertiary qualifications in project management, finance or accounting or a procurement related discipline.
- Proven experience working in contracts and procurement, preferably in a public sector environment.
- Strong knowledge of procurement principles, practices, and regulations.
- Excellent analytical and negotiation skills, with the ability to assess complex contract terms and conditions.
- Proficiency in using procurement software and tools.
- Effective communication and interpersonal skills, with the ability to liaise with internal and external stakeholders.
- Attention to detail and the ability to manage multiple priorities in a fast-paced environment.
- Relevant professional certifications (e.g., CIPS, CPSM) would be advantageous.
